North Macedonia is considering updates to its regulatory framework to better define the legal status of influencers and digital content creators, aligning national rules with EU standards. The initiative follows discussions between the Ministry of Digital Transformation and representatives of the influencer community on how existing media and advertising regulations apply to social media activity.
Authorities are assessing whether the issue can be addressed through amendments to existing laws or whether changes to current legislation will be required. A key focus is establishing a clearer distinction between social media platforms and the individuals who produce commercial content on them.
North Macedonia is following the EU approach to influencer regulation. Under EU consumer protection rules, influencers who generate income through promotional or sponsored content may be considered “traders,” meaning they must clearly disclose advertising and comply with transparency and consumer protection obligations. The European Commission has also published guidance for influencers and content creators through its Influencer Legal Hub, outlining key legal responsibilities related to advertising disclosure, consumer rights and online commercial practices.
